Education Reform in Response to the Pandemic (January 2021) argues that decades of top-down, accountability-driven reform and governance power shifts sidelined families and educators, leaving districts unprepared for COVID's "triple crisis." The paper calls for representative, community-centered governance and sustained system renovation across education, health, and supports.

Design Principles Analysis (January 2021) reviews 45 reform frameworks to surface common principles, conflicts, and gaps, to help communities translate shared values into system design and accountability.
